CPA weighs consulting firms for Rota project
ROTA—The Commonwealth Ports Authority has not yet hired a consulting firm to manage the construction of the Rota International Airport’s runway extension, which broke ground on Thursday.
But in a meeting here yesterday, the CPA board of directors ranked Juan C. Tenorio and Associates first among the companies that responded to CPA’s request for proposal.
The selection was based on the proposers’ statement of qualifications, experience, and staffing, among other factors.
The board also authorized CPA executive director Carlos Salas to open negotiations with the company.
“We have to make some adjustments on our schedule. We’re a little bit behind on hiring a CM, so we need to do this immediately,” Salas said.
Tenorio and Associates has provided construction management services to CPA for the Saipan International Airport Asphalt Conversion Project. The firm also performed the environmental assessment and A/E design for the Tinian runway extension project.
The cost of the new construction management contract has not been determined yet. But according to Salas, it normally amounts to 6 to 10 percent of the actual construction cost.
During yesterday’s meeting, the CPA board of directors also signed the $8.7-million contract with the Singapore-based OKP Corp., which will be constructing the extension to the Rota runway.
OKP has 300 days to complete the extension.
The project consists of adding 1,000 feet to the existing 6,000-feet Runway 09-27, improving the shoulders along the entire length of the runway, and a turn around at each end.
It would allow Rota’s airport to serve modern, long-haul aircraft such as Boeing 767s or 757s.
The runway extension is funded by a grant from the Federal Aviation Administration and capital improvement program funds. (Agnes E. Donato)
