Callaghan agrees with call for courtesy resignation

The governor’s press secretary expressed agreement yesterday with the incoming administra-tion’s call for current government appointees to submit their courtesy resignations.

Every government appointee will probably submit [his or her] resignation. It’s the courteous thing to do, said press secretary Pete Callaghan.

Nevertheless, he maintained that he could not speak for all the officials appointed by outgoing Gov. Juan N. Babauta.

Transition committee chairman Martin Manglona said on Monday that Babauta’s appointees should resign before the next administration assumes office on Jan. 9, 2006.

“All officials in key positions should tender their courtesy resignations before the new administration comes in, so the next governor and lieutenant governor could have the chance to select their own people. It’s common sense to do this; they should not wait to be asked,” Manglona said.

The camp of Gov.-elect Benigno R. Fitial has also raised concern about Babauta’s recent decision to convert limited-term appointees to civil service employees.

Prior to Babauta’s directive on the personnel conversion, the governor-elect had asked the incumbent not to make any binding personnel actions or enter into service contracts during the transition period.

Fitial had specifically asked the current governor to refrain from converting any appointees, exempted service employees and limited term appointees to permanent status.

“In the event that your administration finds it necessary to bind the CNMI government in any emergency situations, we respectfully ask that you will include our administration-transition team in the decision making process,” Fitial had said.
