Racist suggestion?

The suggestion by Senate President Mendiola that PTI should provide scholarships to “indigenous” persons rather than pay right-of-way fees is a disturbing and grossly improper suggestion. Any such act would be in clear violation of the federal civil rights laws applicable to the CNMI in that these scholarships would be made available based on racial preferences. Sen. Mendiola should be asked why he would deny these scholarships to young U.S. citizens of other ethnicities who are residents of the CNMI and how he can justify this proposal in view of the civil rights laws. This is racism, pure and simple and must be condemned.
