Salas back at CPA as consultant

Newly retired Commonwealth Ports Authority executive director Carlos Salas is back at the agency as a consultant, receiving “more than” $50,000 a year.

Incumbent CPA executive director Lee Cabrera has confirmed that the CPA board decided to hire Salas to complete pending projects.

“It’s to ensure continuity. He is here to assist us with existing projects and tap grant programs,” said Cabrera.

He cited that CPA has a $5.3 million “entitlement grant” to tap with the Federal Aviation Administration on a yearly basis.

Board member Ben Fejeran said Salas “has the experience and skills that we need at CPA.”

Cabrera said Salas signed his consultancy contract following his retirement in December.

Salas retired after 15 years of work at CPA, including eight years as the authority’s top executive.

He had served as treasurer-comptroller and administrative assistant to the executive director before being appointed executive director on Jan. 8, 1998.

During his term as executive director, the CPA reportedly obtained funding of up to $16 million yearly from FAA to improve airport infrastructure and services.

As consultant, Salas is tasked to assist the CPA in tracking the status of federally funded projects and in carrying out other projects that will increase the authority’s revenues through non-aviation sources, such as land development, seaport expansion, and the construction of a drydock facility.

MANGLONA HIRED FOR ROTA PORT

Meantime, the CPA board has hired Thomas Manglona as ports manager for Rota.

Manglona, a younger brother of veteran Sen. Paul Manglona, replaced a cousin, Benjamin Manglona Jr., in the position.

“I’m very happy to have been chosen to serve in this very professional agency. I will do my best to continue the good work that my predecessor has set in place, and continue to improve on them,” said Manglona in a recent board meeting.

His father, former Rota mayor Prudencio Manglona, had served as CPA board member for a long time.
