CDA acting chief’s term expires

The temporary appointment of Commonwealth Development Authority loan manager Oscar Camacho as acting executive director expired on March 1 but the CDA board has yet to find a replacement for him. Nor has it extended Camacho’s appointment.

The CDA board currently lacks a full board following the resignation of four members.

CDA board chair Tom Glenn A. Quitugua said there was actually a consensus made by the previous board to extend the term of the acting executive director but he has not signed it because the Executive Branch has asked government agencies not to fill vacancies yet.

Even now, he said he is already being accused by the administration of micromanaging the agency for signing CDA checks.

“I’m giving the administration courtesy over this hiring contract so I have not signed the extension. But this position should be filled immediately,” said Quitugua.

He said he will have to confer with the CDA legal counsel, and the two remaining board members—Manny Sablan and Antonio Borja—regarding the executive director position.

“I will have to do it this week,” said Quitugua.

Quitugua said six people have applied for the CDA executive director position, which was vacated by Maria Lourdes S. Ada, who retired last November.

Since Ada’s departure, the board assigned Camacho to assume the post in an acting capacity.

Quitugua said the CDA also needs to hire a new comptroller. The CDA received two applicants for a comptroller position.
