Its serious move to bring down its deficit since early last year and aggressively pushing for austerity measures no matter how unpopular they are will save the Public School System from payless payday.

In his presentation to the Board of Education, acting Fiscal and Budget Officer William Matson told members that PSS will elude the payless payday which was earlier anticipated to occur in March.

“We will have enough cash to make sure that we do not have payless payday in March,” he said in interview. “The other factor that we cannot control is obviously the allotment. If the government for whatever reason is not able to transfer cash then we have a problem.”

Its projected personnel cost for the entire fiscal year totals to $34.3 million. From this amount, $27.4 million will pay teachers and other personnel assigned for instruction. Its administration eats up $3.6 million. In addition, Special Education gets $2.6 million and $700,000 for Headstart personnel.

Cost for operation is projected at $3.4 million, his report said.

From its original appropriation of $42 million for this fiscal year, PSS budget went down to $36 million and up to $37.7 million following the additional funding authorized by Gov. Pedro P. Tenorio.

Although PSS is already in its second quarter allotment for this year, it can still tap some federal funding to pull it through until September. A total of $2.2 million federal money will be shared by instruction, special education and non-instructional, Matson said.

This is in addition to the $7.7 million which the federal government pays to PSS personnel who are under its program.

Special advisor for Education Dan Nielsen, who was present during the meeting, said PSS made a very significant progress in managing its financial resources.

“I can only speak louder to what PSS is doing,” he said.

The PSS has completed its central office relocation to save rental cost and has cut down on telephone lines. Both will realize close to $100,000 savings for PSS.
