CPA assumes harbor pilot licensing

The Commonwealth Ports Authority Board of Directors has adopted a resolution which will amend the existing Harbor Rules and Regulations involving the agency’s administration of harbor pilot licensing on the island.

CPA is now soliciting inputs from the public and the private sector which will be incorporated in the proposed regulations following its submission for publication in the Commonwealth Register, Executive Director Carlos H. Salas said.

The proposed amendment to the harbor rules and regulations would allow the ports authority to administer the licensing of harbor pilots, as well as set the qualifications for vessel masters or operators.

It will also require vessels, including tugs and tows, homeported in Guam and the Northern Marianas to be piloted by a vessel master or operator who has been issued a valid license by CPA.

To ensure that inputs from the public are appropriately incorporated in the amended regulations, the agency is holding a public hearing on Friday at the CPA Conference Room at the Saipan Seaport building in Puerto Rico.

Under existing local laws, CPA has 30 days to solicit comments from the public which will be incorporated in the proposed regulations.
