A tourist guide in Tinian has been charged before the Superior Court for allegedly raping a Taiwanese tourist on Jan. 9, 2000 while snorkeling in Tachogna Beach.

According to the police report, Jin Xiong who works as tour guide for Big Boyz II, a local tour company, accompanied three women snorkeling on the reef namely, Ho Miao Chia, Jing Ching Hsin and Te Shu Shian.

The three women joined several other tourists on board the Big Boyz II boat which will take them to the coral reef located west of Tachogna Beach. At the reef, Mr. Xiong served as the guide of the three women.

While snorkeling on the reef, Mr. Xiong asked the two other women Ms. Hsin and Ms. Shian to go to another location if they want to see colorful corals.

When the two left, Mr. Xiong attempted to kiss Ms. Chia who pushed him away. As Ms. Chia was putting on her snorkel, Mr. Xiong loosened the string of his shorts and exposed his penis. He held the hands of Ms. Chia and locked them behind her back using only one hand.

Mr. Xiong then pulled the strings of Ms. Chia’s bikini and raped her. After three to five seconds, she saw the look of satisfaction on Mr. Xiong’s face. He even had the nerve to ask the victim if she’s mad at what he did.

Ms. Chia was so scared and embarrassed that she did not mention what has transpired to her two friends.

Mr. Xiong who suddenly felt guilty for what he has done kept on apologizing to Ms. Chia as they went back to the beach. He also told her to keep quiet as he dropped her off at the Tinian Dynasty Hotel.

Inside the hotel, Ms. Chia called up her boyfriend in Taiwan and told him about the incident. She then called the tour leader and informed him that she was raped.

At around 7 pm, Mr. Xiong surrendered to the police and Ms. Chia was brought to the Commonwealth Health Center for medical examination by Detective Matthew C. Masga. (Lindablue F. Romero)
