The Division of Environmental Quality certifies individuals as either private or commercial pesticide applicators upon successful completion of a pesticides applicator certification course.

Certified private pesticide applicators are limited to applying pesticides within farm areas, while commercial applicators perform applications at a broader level (i.e. structural foundations, termite treatments, plants, etc).

There are some concerns that the DEQ would like to address regarding pesticide treatment for structural foundations, which include both residential and commercial buildings.

The DEQ would like to remind all building contractors or their authorized representative and pest control companies who are certified commercial applicators, that based on the CNMI Pesticides Regulation (Part 15.2), a Structural Treatment Permit must first obtain from the DEQ Office prior to any application of pesticides within the foundation of a structure, ground area surrounding the foundation, or structural surfaces.

It is stated in the CNMI Pesticides Regulation that failure to apply for a Structural Treatment Permit from the DEQ will result in revocation of your Pesticide Certification and a fine of $25,000.00.
