Tax expert named to House task force

House Speaker Benigno R. Fitial announced Thursday the appointment of Joseph Arnett as the new chair of the House’s special task force on taxation.

“Joe has always been an active member of various tax-related task forces or committees,” said Fitial. “He is a regional tax expert who is very well versed in the intricacies of tax policy.”

Arnett, a certified public accountant, is a partner in the accounting firm of Deloitte Touche & Tohmatsu. He is a partner in charge of tax services, and he has at least 20 years of experience in the field of taxation.

As the head of the House’s tax group, Arnett’s primary objective is to “simplify tax law and level the playing field so that everyone pays their fair share [of taxes].” He says this will be accomplished by putting the appropriate system in place to ensure fairness.

Fitial created the House task force on taxation to pursue what he described as “meaningful” tax reforms that would increase the government’s revenue collections and improve its cash flow.

“The purpose of this tax group is to promote maximum revenue generation and tax simplification,” said the official. Fitial believes that these two objectives can be accomplished while still ensuring basic fairness in the CNMI tax code.

The tax group, which is comprised of reputable private and public sector representatives, is exploring many different tax policy considerations, including savings, investment and consumption angles.
