Clarification on subsistence allowance

In light of recent complaints received by the Marianas Hawaii Liaison Office from patients who do not have a complete understanding of the policies that dictate the disbursement of the Subsistence Allowance, the following is an explanation of the said policy:

During a patient’s stay in Honolulu, Hawaii, MHLO will issue a Subsistence Allowance check every Wednesday to the patient and his/her official escort, which will be in the amount of $20 per day for each of them. The patient will continue to receive the Subsistence Allowance as an “out-patient” status until he/she is admitted into a health facility where he/she will then be classified as “in-patient” status. Subsistence Allowance payments to the patient will resume when he/she is released from the medical facility and instructed to remain in Honolulu for post-treatment follow-up and/or therapy. The official escort, however, will continue to receive the Subsistence Allowance for the duration of the patient’s stay in Hawaii under the Medical Referral Program but will cease on the date of the escort’s departure or when the patient signs off the program. Should the patient choose to remain in Hawaii after being officially discharged off the program, he/she and the official escort will no longer be entitled to the Subsistence Allowance.

Requests for additional monetary disbursements cannot be granted by the MHLO, as it will be in violation of statutes governing the funding of the office. The Liaison Officer has no discretionary authority over this matter. All related concerns must be taken up with the Office of the Attorney General. We respectfully ask for the general public’s understanding and compliance with this notice.
