Tinian Labor’s staff charged for molesting teenager

The Attorney General’s Office has charged an employee of the Department of Labor on Tinian for allegedly molesting a teenaged boy on the island over the past two years.

Anthony Barcinas, 30, was charged with sexual abuse of a minor in the second degree, sexual abuse of a minor in the third degree, and unlawful exploitation of a minor.

Barcinas pleaded not guilty of the charges.

Chief Prosecutor Jeffrey Moots stated in the information that on or between January 2003 and Sept. 7, 2004 on Tinian, Barcinas engaged in sexual contact with the boy.

Moots said that on or between October 2004 and November 2005 the defendant engaged in sexual contact with the boy who was between 13 and 14 years old.

The chief prosecutor said that on or about January 2003 and November 2005, the defendant photographed the victim for the purpose of lewd exhibition of the child’s genitals.

Superior Court Associate Judge David A. Wiseman on Tuesday granted defense attorney Loren Sutton’s request to temporary release his client, Barcinas, to a third party custodian on a $20,000 unsecured bond.

Among the bail conditions imposed by Wiseman is that Barcinas shall not be allowed to be alone with any children under 18 years old without adult supervision.

According to Detective Wally F. Villagomez in his report filed in court, on Nov. 30, 2005 a school official called the Department of Public Safety asking for immediate assistance regarding a sexual abuse case.

Villagomez said during investigation the boy claimed that the defendant fondled his private parts for two years.

The boy stated that last year, the defendant started to take several pictures of him while he was sleeping naked.

The detective learned that on Nov. 30, 2005 the defendant went to the school and wrote a letter on a homemade postcard with the boy’s naked pictures.

Barcinas allegedly showed the pictures to the victim’s best friend.

The defendant threatened he would expose more of the boy’s naked pictures if he violates his “rules.”

Barcinas apparently resigned recently from his job.
