Martin Manglona’s appointment to serve as director of the Division of Immigration officially takes effect today, Feb. 6, 2006.

Acting Attorney General Matthew Gregory issued a memorandum last week to formally designate Manglona to serve as Immigration director.

Manglona headed Gov. Benigno R. Fitial’s campaign last election, as well as the Fitial administration’s Transition Committee. A former Immigration director, Manglona has been working at the Immigration Division since Fitial assumed office.

Deputy director Antonio Sablan and Major Thomas O. Sablan have been serving alternately as acting Immigration director in the absence of a permanent division head.

Manglona, who had always maintained he only wanted to help the administration on a temporary basis, was surprised to hear about his official appointment Friday. He did not make an on-the-record comment.

Manglona, 67, served as Immigration director during the Babauta administration. But he resigned after only two months in office because of differences with former attorney general Pamela S. Brown.

In related news, the administration justified on Friday its creation of a new office for individuals with disabilities.

“Some people may be wondering why the administration is establishing another office in this time of austerity. The reason is, we believe that the disabilities issue is a significant concern in the Commonwealth,” said press secretary Charles P. Reyes Jr. (Agnes E. Donato)
