Garapan raid nets alien worker with alleged forged documents
A Friday night raid conducted by agents from the Attorney General’s Investigative Unit and enforcers from other agencies at a company in western Garapan resulted in the arrest of an alleged overstaying worker who allegedly had a forged Labor document.
Cuihong Gu, 29, was arrested. Superior Court Associate Judge Kenneth Govendo initially imposed a $25,000 cash bail for her temporary release but Presiding Judge Robert Naraja reduced the bail yesterday to $5,000 cash.
Naraja set another hearing for Thursday at 1:30pm.
According to court papers filed by Immigration investigator Erwin Flores, agents from the AGIU, Labor and Immigration, Department of Public Safety, Department of Public Health, and Fire Division Safety Investigation Unit conducted an inspection at the business establishment of Han Xiong Development Corp.
Flores said that during the inspection, a Labor officer confiscated a photocopy of a Labor document from Gu’s possession. The document was purportedly a memorandum authorization to seek a temporary employer.
Flores said Labor and Immigration Identification System records revealed that the respondent’s immigration entry permit expired on March 5, 2002.
The records indicated that Gu filed a Labor case in December 2002 and was issued a memorandum authorization that expired on Nov. 25, 2005.
Flores said a close inspection of the Labor document found in Gu’s possession determined that the date appeared to have been altered to state the date of May 5, 2006.
The issuing investigator in the document was former Labor investigator Felix Ayuyu.
But Flores said Ayuyu already resigned from Labor since April 2006.
During questioning, Flores said, Gu confessed she altered the date on the document.
