Woman surprised to find she is already married

A woman who wanted to marry her boyfriend was surprised upon learning that she is already married to another person.

According to court documents, 19-year-old Weena P. Dulay had wanted to marry a man she’d met on Saipan but lately learned that she was already married to an Edwin U. Becina.

Dulay said that she confronted Elenita E. Camacho and asked her why she did not tell her about the marriage.

Camacho told her that she had forgotten about the deal they had made before her (Dulay) coming to Saipan from the Philippines.

Police arrested Dulay on Tuesday for allegedly engaging in illegal sponsorship of 19 alien workers. Camacho and Stacy N. Bautista are also facing the same charges. Bautista was arrested last week. It was not clear yet whether Camacho was already apprehended.

Becina, 33, was arrested yesterday for marriage fraud, conspiracy to commit marriage fraud, and document fraud.

In yesterday’s hearing, Superior Court associate judge Kenneth Govendo imposed a $25,000 cash bail for Becina’s temporary liberty.

Preliminary hearing was set for June 2 at 9am.

Immigration investigator Erwin Flores of the Attorney General’s Office’s Investigative Unit stated in his report that based on his interview with Dulay last Tuesday, Dulay confessed that in 2006 Camacho facilitated her travel from the Philippines to Saipan.

Flores said that Dulay claimed that the purpose of the travel was for her to marry Camacho’s nephew on Saipan.

Camacho sent to the Philippines Dulay’s airline ticket for the latter to come to Saipan. Dulay arrived on the island on Sept. 8, 2006.

Dulay, a U.S. citizen, stated that the deal was for her to marry Camacho’s nephew, who is an alien contract worker on Saipan.

In return, Camacho’s nephew would be able to remain in the CNMI with a valid “Immediate Relative Permit” as the spouse of a Saipan-born female.

Dulay stated that while on Saipan, Camacho never mentioned the nephew to her. She wondered that maybe Camacho forgot about the marriage deal.

When Dulay decided lately to get married, she said she was surprised to learn that she was already married to Becina.

When Dulay confronted Camacho about it, the latter stated that their marriage was already arranged in the Philippines before she came to Saipan.

Dulay stated that all she remembers was for her to marry Camacho’s nephew on Saipan.

Flores said that last Wednesday he reviewed Labor and Immigration documents and found out that Becina submitted to the Department of Labor an application for IR entry permit on Dec. 27, 2006, as the spouse of Dulay.

Records showed that Becina submitted a renewal for his IR entry permit on Dec. 31, 2007 at the Division of Immigration. He indicated on the application that he is an immediate relative of Dulay.

Flores said that marriage records also revealed that Dulay was married to (her boyfriend) Marvin Santos Debelen on Nov. 23, 2007 by Saipan Mayor Juan Borja Tudela.
