Gov. Benigno R. Fitial has announced the appointments of two new Cabinet members.

Joaquin Omar was named to serve as the new special assistant for administration for the Emergency Management Office. He replaces Mark Pangelinan, who previously served in an acting capacity and who is currently on extended leave.

Omar is the former director of the Legislative Bureau. His contract expired last Tuesday, Sept. 30, 2008.

Fitial also appointed Rose Ada-Hocog as the special assistant for programs and legislative review. Ada-Hocog replaces Linda Cabrera, who left the office to fill a position at the Commerce Department.

Ada-Hocog has held several positions in the CNMI government, including spokesperson for the Department of Public Safety, administrator of the Department of Labor’s Hearing Office, and most recently, as a staff member at the SAPLR Office.

In 2007, Ada-Hocog ran for the House of Representatives under Fitial’s party, the Covenant Party. She is the secretary of a newly formed local citizen group called the “NMI Indigenous Descents for Self-Government & Indigenous Rights,” which backs the lawsuit filed by Fitial against the U.S. government to block the pending federal takeover of local immigration.
