New law shakes up Youth Congress

Gov. Benigno R. Fitial has signed into law a bill reorganizing the composition of the CNMI Youth Congress and moving the election date to allow more time for student registration.

The new law cuts out-of-school representation in the Youth Congress to one member each precinct, while making student representation proportional to the school population. Currently, Precinct 1 and Precinct 3 send three senators to the Youth Congress. Schools have one senator each regardless of student population.

The measure is seen to provide equity in the distribution of seats, and reflect the observed lack of interest among out-of-school voters in the Youth Congress elections.

The legislation also states that the annual election date should be held on the third Monday in October, instead of the third Monday in September. This is designed to offer students more time to register for elections and to collect signatures on petitions, among other organizing obligations.

Reps. Ralph Torres and Joseph Deleon Guerrero sponsored the measure.
